He was a Distinguished Visiting Fellow at the Brookings Institution in 2010-2011 where he authored and published a pathbreaking book on the economic development of Uganda.

Honorable Ezra Suruma is currently the Senior Presidential Advisor for Finance and Planning in the Office of the President of Uganda and Head of the Prime Minister’s Delivery Unit. Before assuming the position of Advisor in 2009 he was Minister of Finance, Planning and Economic Development (2005-2009) and a Member of Parliament.

Following a distinguished academic career in universities inUganda and the United States as a professor of economics, Dr. Suruma joined the Government of Uganda as Director of Research in the Central Bank in1987.

He rose to the rank of Deputy Governor of the Bank in 1990 and later served as the Chairman/ Managing Director of Uganda Commercial Bank, Uganda’s largest bank. From 1998 to 2004 hewas the Director of Economic Affairs at the Movement Secretariat, Uganda’s ruling party, prior to becoming the Minister of Finance.

Dr. Suruma has been a significant player in the stabilization, reconstruction, restructuring and management of the Ugandan economy since 1986. He has always maintained a passion for economic justice and the economic emancipation of the Ugandan people.
